Peter Stephenson

As Principal Consultant for Kingfell Consulting, Peter co-ordinates the company consultancy activities in addition to developing fire strategies and fire systems analysis for projects as diverse as LUL Station premises and The Palaces of Westminster.

His considerable experiences in Fire Safety Engineering include working as Senior Fire Safety Engineer for Network Rail Western territory, Fire Safety Engineer for Mott McDonald and Fire Safety Officer for Royal Berkshire Fire and Rescue Service.

Peter is particulary aware of both client and project requirements having a depth of experience as both an enforcer of fire safety legislation and a fire consultant within the built environment.

Peter is actively enrolled within the fire safety community as treasurer of the Railway Industry Fire Association (RIFA) and finance director of the International Aviation Fire Protection Association (IAFPA).

Project Experience

Palace of Westminster - Fire Safety Summer Recess Works

The project works involved the design of fire safety systems and project management for delivery over the Summer Recess 2009. As part of the project team Peter provided managerial and technical support to the Project Manager and Design Team including reviewing fire system designs, risk assessments and overall quality control.

Portcullis House – Video Smoke Detection

The project works involved the review of the existing fire detection system at Portcullis House and the development of a design solution to reduce the frequency of unwanted fire alarms within the premises. Peter provided technical support to the design team and liaison with the Palace of Westminster Fire safety Manager.

BAA Gatwick – South Terminal International Departure Lounge

The South Terminal has expanded its airside boundary and Kingfell were responsible for the Automatic Fire Detection and Voice Alarm design and implementation. Kingfell are the appointed approved designers for BAA Gatwick due to LPS 1014 status. Peter provided technical support to the design team, design verification and client consultation.

International Convention Centre – Birmingham

Kingfell were commissioned to provide consultancy and design services for the change over of the fire alarm panels at the ICC. A critical element of this project was to ensure business continuity at the centre and a complex design and migration strategy was developed. Peter undertook initial client liaison prior to providing technical support to the Project Manager and design verification.

Kings Cross Station Redevelopment - Automatic Fire Detection System Design

Kingfell were commissioned to develop the fire alarm panel migration strategy detail design. As part of the project works ,Peter provided the initial fee proposal and contract negotiation. During the strategy development Peter has assisted in reviewing reports, designs and providing technical support to the project team.

Network Rail – Ashford International Electronic Control Centre

Kingfell provided the design for gas suppression systems and associated fire detection systems. Peter provided technical support, client liaison with the Network Rail Fire Engineering Team and design verification on the project.

Network Rail – CTL Fire Model

Kingfell were commissioned to provide a fire strategy for the 12-car enhancement project at City Thames Link Station. Peter assisted in the development of the fire strategy, client liaison, consultation with statutory authorities and overall project technical support. As part of the project several fire scenario’s were modelled using CFD software and the results analysed to demonstrate that the existing smoke control system operated satisfactorily.

DLR – Woolwich Arsenal Extension

On behalf of DLR Kingfell were commissioned by Colas Rail to design the fire alarm systems for the new intervention shaft and station at Woolwich Arsenal. Peter undertook initial consultation with the client and ongoing quality control and design verification for the Kingfell fire alarm system design. As a separate commission Kingfell were engaged to develop a system wide fire strategy review by Serco Docklands and to carry out compliance checks inline with Section 12 Regulations at the new station including the statutory fire risk assessments of the station prior to the official opening. Peter carried out this role for Serco Docklands.

Homes in Havering

Kingfell were initially asked to carry out a pilot study of fire safety inspections including fire risk assessments, building surveys and premises fire safety plans. The commission has been extended to cover all high rise residential accommodation, sheltered housing and office buildings for Homes in Havering on behalf of the London Borough of Havering. Peter has taken a lead role in the initial client negotiations and due to very tight programme schedules has been `hands on’ in undertaking site fire risk assessments. Peter has also provided technical support to the Project Manager and quality control for project deliverables.

Royal Oak Portal

Kingfell have been appointed as part of the Capita Symonds Crossrail design team for the delivery of the portal fire strategy and all fire safety systems design. As lead consultant Peter is responsible for overseeing the development of the fire strategy, fire system designs, liaison with stakeholders and statutory authorities and production of all associated specifications and reports.

Heartlands School Project - Design & Build RIBA Stage D to L

Kingfell were commissioned by the project architects on behalf of the London Borough of Haringey to develop the fire strategy through the detailed design process and construction phases. Peter assisted in the initial project contract and fee structure through to providing technical support for the strategy development and fire systems verification.

Project Experience

Fire Strategy Development Sub-surface Stations – To prepare and develop fire strategy documents for 30+ stations as part of modernisation and refurbishment projects. Full evacuation modelling and pier review of proposed works against LU and British Standards was carried out. TfL Fire Safety Review and Fire Risk Assessments – In conjunction with TfL Streets fire safety policies and strategies were developed for road tunnels within the London area. The commission included developing a risk assessment process and carrying out these assessments. Further work has been carried out which involved the inspection of 100+ pump rooms etc. associated with road underpasses.

Waterloo Station Fire Strategy Review

Kingfell reviewed the existing fire safety provisions and interaction with 18+ stakeholders at Waterloo Station including the preparation of evacuation models for various evacuation scenarios. Proposed amendments to fire system cause & effects were made to maximise safety and minimize business disruption. Blackfriars Station Redevelopment – As part of this on-going project a construction site fire strategy was required as part of the safety case submission. Kingfell developed the strategy in association with all relevant stakeholders and produce a fire impact assessment for each phase of works. Docklands Light Railway – Providing quality control and design verification for the Kingfell fire alarm system design at the newly built extension at Woolwich Arsenal Station. As a separate commission Kingfell were engaged to carry out compliance checks inline with Section 12 Regulations and statutory fire risk assessments.

Kings Cross Redevelopment – Peer review and development of the concept fire safety designs for the railway station including approvals with the London Fire and Emergency Planning Authority. Validation of fire strategy including smoke control provisions.

Paddington Station – As part of the redevelopment of the Heathrow Express check-in area within the Paddington Lawns, it was necessary to re-evaluate the fire strategy and obtain Fire Authority Approval. This involved a review of the smoke control provisions within the retail areas of the station.

Video Smoke Detection (Euston Station) – This project involved the selection of an appropriate method of identifying a fire within the confines of the station environment. The choice of system required the early detection of fire as it would be replacing the life–expired sprinkler system in this area. Approval under the Fire Precautions Act was required from the Fire Authority.

Halon Replacement Project – To satisfy the legal requirement for the removal of Halon, this project reappraised the risks at all Network Rail premises where Halon fire extinguishing systems were used and suitable alternatives were selected as necessary. Fire Authority liaison and approval was required for Section 12 stations.

Fire Risk Assessment Project – To manage the fire risks within its extensive property portfolio, Network Rail developed a simple analytical fire risk assessment tool. As part of the tools development the project team reviewed the functional performance of the tool for both life safety and business protection prior to its implementation.
